Cadre of Technical Advisers
The Rotary Foundation Cadre of Technical Advisers is a group of volunteer Rotarians who provide technical expertise and advice to Rotarians planning and implementing projects around the world. Cadre members support Foundation programs by reviewing, monitoring, and evaluating projects and ensuring the proper stewardship of grant funds.
Cadre member eligibility requirements
- Be current, active member of a functioning Rotary club
- Be in good standing with The Rotary Foundation and Rotary International
- Possess professional experience in at least one of the technical sectors
- Receive endorsement from district governor

Technical sectors
The technical sectors of the cadre correlate with the Future Vision Plan's six areas of focus. In addition, a team of auditors review project finances and grant management.

A team of technical coordinators is appointed to help recruit cadre members and serve as leaders in each of the technical sectors.

Cadre assignments
To help review, monitor, and evaluate grant projects, cadre members are assigned to conduct:
- Technical reviews to evaluate the technical feasibility of a project. These assignments consist of a paper evaluation and do not involve travel, communication with the project sponsors, or compensation.
- Site visits to evaluate the technical feasibility of a proposed project (advance site visitor), the implementation of an ongoing project (interim monitor), or the impact and resolution of a completed project (post-project monitor). These assignments involve travel to the project site and meetings with the project sponsors and the benefiting community.
- Audits to evaluate the financial management and oversight of grant funds. These assignments, which include both random and targeted audits, involve travel to the project site and meetings with the project sponsors and the benefiting community.
- Operational audits to evaluate the books, records, and documentation of the system of controls for qualification of Future Vision pilot districts.
Site visits and audits generally last two or three days. For these assignments, the Foundation provides for travel costs, a modest per diem that covers assignment-related expenses, and travel insurance.
Rotarians with expertise in a technical area/area of focus are encouraged to register. The cadre is particularly in need of experts in the areas of water, health, and education and literacy, as well as Rotarians who speak French, Portuguese, and Spanish (especially Spanish speakers living in the United States), and Rotarians living in Africa.
