- Complete a qualification process that includes a mandatory training session for 2010-11 district governors and Foundation chairs.
- Qualify any clubs in the district that want to apply for grants by training 2010-11 club officers at the presidents-elect training seminar (PETS), the district conference, or the district assembly.
- Participate in the pilot for all three years (2010-11, 2011-12, and 2012-13) and not participate in current Rotary Foundation programs (with the exception of PolioPlus and Rotary Centers for International Studies) during that time.
- Submit applications annually for both Rotary Foundation District Grants and Rotary Foundation Global Grants during each of the three years of the pilot in order to thoroughly test the new grants structure.
- Use global grants only for projects sponsored with clubs in other pilot districts.
- Submit reports on previously approved and implemented Foundation grants and scholarships.
- Withdraw any grant applications for current programs not approved before 1 July 2010.
- Provide periodic reports and respond to surveys about the district’s involvement in the pilot phase.
- Use the pilot’s secure site to apply for grants and communicate with The Rotary Foundation online.

- Review all Future Vision Plan information provided by The Rotary Foundation.
- Adjust district Rotary Foundation committee and subcommittees to conform to the new grants structure as advised by The Rotary Foundation. For example, pilot districts will be required to end the term of their sitting district Rotary Foundation committee chair as of 30 June 2010 and appoint the same or a different Rotarian to serve in that role for all three years of the pilot.
