The Council on Legislation chair and vice chair, parliamentarian, and members of the Constitution and Bylaws Committee preside over the 2010 Council as it begins 26 April.

Representatives from 531 Rotary districts convened in Chicago beginning 26 April for the 2010 Council on Legislation, a triennial assembly to propose and debate changes to the policies governing Rotary International and its member clubs. During the week, the Council voted to increase per capita dues by US$1, to permanently establish e-clubs as a part of Rotary, and to explore short-term disaster response.
